If this is true, how can the Government expect to save money through Competitive Sourcing? A: If the contract bid were shown to cost more than the Federal bid for the work, the contract would be awarded to the Federal offer. Circular A-76 requires tracking of contracts to ensure the contract meets the requirements upon which it bid and won. Under the revised Circular A-76, similar tracking is required for Federal personnel that win an A-76 cost comparison.
